I Need to Make One! Digital Library Options

My district does not  yet have a great (or even good) solution for organizing and sharing digital content with my teachers and students. We have Destiny, but probably will never get the online resource add-on, and I don't want to wait any longer. 

Here is my research question:  What is the best, yet inexpensive, 2.0 tool to organize, update, and share database & free web links with my students and teachers? 

Functionality:
  • organize by tag or subject headings  
  • tag/subject and keyword search function, with clean search return pages
  • easy to update/add/delete sources
  • shared with other TL's (and their schools) in the district
  • customizable html
  • RSS function
  • possible to embed into other webpages
Any ideas/help you can give is wonderful!

Eventually, I will need to get into the business of digital repositories for my homegrown multimedia resources, but for now I just want to use an inexpensive tool that already has a home in the clouds.
